This study aims to investigate the relative degree of importance of each of the key factors influencing innovation activities in a comparative context between the public sector and third sector to inform practitioners and policy makers in designing more strategically focused resource allocations tailored to each. Extensive research has explored organisational dynamics across various sectors in relation to circular economy innovation practices (see, for example, Burke et al., 2023; Chowdhury et al., 2022; Sehnem et al., 2022). However, a critical gap exists in understanding circular economy innovation activities in the public sector versus the third sector (see, for instance, Cecere et al., 2020; Ciambotti et al., 2023; Pusz et al., 2023).
