Reframing Cyber Threat Intelligence Exchange Practices: Towards Strategic Cybersecurity Resilience in the UK Public Sector

The increasing frequency and sophistication of cyber-attacks incidents targeting the UK's public sector necessitate a critical examination of existing cyber threat intelligence (CTI) exchange practices (Montasari 2023; Ndumbe and Velikov, 2024). The UK Home Office Statistics (2024) indicates that 52% of primary schools, 71% of secondary schools, 86% of further education colleges and 97% of higher education institutions in the UK have identified data breaches or cyberattacks between April 2023 and April 2024. This study examines the underlying factors contributing to heightened cybersecurity risks within British public institutions and proposes strategic ways to enhance cybersecurity resilience. By analysing the state CTI exchange frameworks and assessing the cybersecurity expertise in UK public sector, this research informs policy and practical improvements aimed at bolstering national cyber resilience.
