Video content adaptation has become a popular application layer approach to reduce the decoding complexity and the associated energy consumption of video playback. In this context, this paper proposes an encoding algorithm to generate less complex HEVC bit streams with minimal impact to the coding efficiency. The experimental results reveal a -17.27 % average decoding complexity reduction and up to -24.91 % energy reduction for openHEVC based software decoding with only -0.73 dB BD-PSNR loss.
